SUBJECT:

AVERAGE POWER RANGE MONITOR SETPOINTS Georgia Power Company requested a change in the Hatch 1 and 2 Technical Specifications regarding the adjustment of the setpoints on the Average Power Range Monitors ( APRM's).

During the course of the review, the Reactor 'afety Branch raised the question of whether or not channel gain djustments should be used to change the APRM " margin to trip."

Our Safety Evaluation Report is enclosed. We have determined that during normal full power operation the use of the gain adjustment instead of the setpoint calibration procedure is not a justifiable deviation from the principles of IEEE-279. However, during reactor startup and apprcach to full power, the gain adjustment may be used, within certain limitations, to change the APRM " margin to trip."

After completing our review of this matter, we also find no reason to conclude that this question is unique to Hatch. Our determination should have general applicability to all BWR's. We propose that this evaluation be considered the PSB position and be applied to all other BWR's.

The Reactor Safety Branch has concurred in this evaluation.
