SUBJECT:

RESEARCH PROGRAMS IN EMERGENCY PLANNING AND PREPAREDNESS We have surveyed NMSS staff in response to your letter of November 6,1979.

There is no ongoing research in HMSS in the Emergency Planning / Preparedness area, and none has been undertaken during FY's 78, 79.

Our staff has advanced several suggestions (Enclosure 1) on needed research which may warrant consideration by NRC, by a particular office of the NRC, or by the Federal Government (FEMA).

NMSS is actively considering these items.

If you feel any of these suggested areas warrant consideration by SP or by any other office or agency, or require interaction with others, please contact Dr. Fisher of the HMSS Environmental Radiation and Emergency Support Section (X 74138) for infomation related to the suggestions.

Emergency Planning and Incident Response A.

Determine the quantities and the physical and chemical characteristics of fuel and byproduct materials likely to be released from various generic Fuel Cycle and Paterial Safety licensee activities due to severe accidents or severe natural phenomena.

B.

Investigate the efficacy and cost effectiveness of past and planned drills and exercises, including large scale, wide area integrated exercises. Assess in regard to emergency planning for Fuel Cycle and Paterial Safety licensee activities.

C.

Determine the instrumentation in place, needed, and available for non-reactor facilities during nuclear accidents.
