Reference:
Letter to Mr. Robert W. Reid from A. F. Olsen, dated October 18, 1979
Dear Mr. Reid:
It was brought to my attention by Mr. Morton Fairtile of your staff that our amendment request forwarded to you as an attachment to the referenced letter requires the following additional information:
1.
The maximum credible accident (MCA) presented in section 5 of the application is of the same type previously analyzed. The probability of occurrence or the consequences of an accident or malfunction of equipment important to safetj previously analyzed is not increased, and the margin of safety is not decreased. Therefore, the application does not involve an unreviewed safety question as descr'_ bed in 10 CFR 50.59 (a)(2).
2.
An.endment of the technical specifications is needed because the proposed experiments involve a change in the specifications. Speci-fically, the Metal-to-Water ratios and concomitant fuel temperature coefficients of reactivity fall tutside the ranges specified for these parameters given in Table 6.1 of BAW-1245 submitted in support of amendment number 5 to the CX-10 license.
If additional information is required in this regard, please call me.
Sincerely, BABCOCK & WILCOX COMPANY Lynchburg Research Center b
