SUBJECT:
Waterford 3 SES Docket No. 50-382 Small Break LOCA Analysis
Dear Mr. Baer:
Southern California Edison (SCE) determined that the use of recent high pressure injection pump vendor acceptance tests results in the small break LOCA analysis on their San Onofre Units 2 and 3, conducted by Combustion Engineering (CE),
yielded peak clad temperatures for the 0.05ft2 break exceeding the acceptance criteria of 10CFR 50.46.
Judging this to be reportable in accordance with 10CFR 50.55(e). SCE notified the NFC in July,1979 of a deviation from expected per-formance of the ECCS for this break size.
In August, SCE filed an interim report with the NRC describing their intention to investigate the use of less conservative assumptions in their analysis and hardware modifications if necessaty to establish conditions leading to acceptable results.
This letter is to inform you that in conjuction with our A/E, Ebasco Services, and CE, we are presently conducting the small break analysis on our Vaterford SES Unit No. 3.
It is expected that this analysis will be completed in early 1980.
An amendment to the FSAR describing the analysis and its results will then be submitted.
If you have any questions, we would be please to discuss this matter with you at your convenience.
Yours very truly, D. L. Aswell DLA/RWP/dde cc: Karl Seyfrit (NRC Region IV) g q
