Quad-Cities Station Unit 2 Schedule for Completion of IE Bulletins 79-02 and 79-14 NRC Docket No. 50-265 Ref erence (a): D. L. Peoples letter to J. G. Keppler dated November 2, 1979

Dear Mr. Keppler:

Reference (a) provided information indicating that the schedule for inaccessible hanger and anchor bolt inspections on quad-Cities Unit 2 was being changed to November 25, 1979 due to a delay in starting the re-fueling outage.

The letter incorrectly indicated that at that time, no dis-crepancies had been detected in the accessible areas inspections which would have caused any safety-related systems to be considered inoperable.

Due to an oversight in transmitting reports of discrepancy evaluations, we were unaware at the time Reference (a) was transmi tted that two dis-crepancies on the common Standby Gas Treatment System had caused that system to be declared inoperable. In both cases, repairs were made in approximately sixteen hours and the system was again declared operable.

Although significant discrepancies have been reported, our con-clusion in Reference (a) that delay of the inaccessible areas inspections on Quad-Cities Unit 2 will have no adverse effect on the health and safety of the public remains unchanged. The number of significant discrepancies is small when compared to the total number of supports involved (approxi-mately 1000). Al so, even though support or system saf ety f actors less than 2 may have existed, the safety factors always remained greater than 1 and satisfactory system functioning is expected to have been maintained.

Based on the above, we intend to perform the inaccessible areas inspections required by IE Bulletins 79-02 and 79-14 during the upcoming Quad-Cities Unit 2 refueling outage scheduled for November 25, 1979 1510 321 NOV 141978 7912060l90
