NRC STAFF'S MOTION TO POSTPONE HEARING ON GEOLOGIC-SEISMIC ISSUES In a telephone conference call between the Licensing Board and the parties on October 31, 1979, Staff counsel indicated that based on the U.S. Geological Survey's (USGS) continued review of the Skagit project, further information and review work would be requested of the Applicant by the NRC Etaff.
(See attached Affidavit ot' Robert E. Jackson, Jr.) It is expected that detailed questions outlining the USGS's outstanding concerns with regard to geologic-seismic matters would be submitted to the Applicant in several weeks.
In light of these developments, Staff suggested that the hearings on these issues should be indefinitely postponed and not rescheduled until the extent and duration of this further review effort by the Applicant, USGS, and NRC Staff is determined. I, Robert E. Jackscn, Jr., being duly sworn, depose and state:

I am the Branch Chief, Geosciences Branch, Division of Systems Safety, Office of Nuclear Reactor Regulation of the U.S. Nuclear Regulatory Commission.
I am responsible for the overall geosciences review of the Skagit Nuclear Power Project by the NRC Staff and am responsible for the coordination of review regarding this project between the NRC Staff and its advisor, the U.S. Geological Survey (USGS).

On September 17, 1979, the USGS submitted to the NRC its final status report regarding the Skagit project. That report indicated that it was submitted prior to the completion of the USGS review of certain proprietary seismic profile lines which had not yet been received by the USGS.
The report further indicated that the USGS would advise the NRC of its conclusions with regard to the review of these seismic 1510 095
profile lines at a later date. On October 18, 1979, the USGS informed the NRC Staff that, as a result of its continuing review effort with regard to the Skagit project, its evaluation of the seismic profile lines in conjunct. ion with other data and information, led the USGS to believe that several of the conclusions set forth in the September 17, 1979 final status report may be impacted.
This USGS review evaluation was discussed with the Applicant and its consultants on October 26, 1979.

As a result of these developments, the NRC Staff will request that the Applicant consider and respond to further questions developed by the USGS.
Since these questions have not yet been formulat'_d by the USGS and submitted to the NRC, it is impossible to project the scope and duration of any further review effort that will be required by the Applicant, USGS, and NRC Staff.
