This letter is to confirm and explain in more detail Licensee's offer to reproduce without charge documents required to be filed by any intervenor in this proceeding on the members of the Licensing Board, the Docketing and Service Section, State and local agencies participating pursuant to 10 CFR 2.715(a),

counsel for the Staff and Licensee, and counsel or representa-tive of other intervenors. This letter will also expand Licensee's 1510 074 7912060 0f f

1. Subject to the provisions of paragraphs 2 and 5 below, Licensee will upon request by any intervenor reproduce and mail any filing required by the NRC's regulations or by order of the Board to be filed with the Board and other parties to this proceeding. These filings include motions and answers to motions, interrogatories and answers to interrogatories, responses to Board orders, prepared testimony, briefs and proposed findings.

They do not include document requests in the course of discovery or responses to such requests, which are not required by NRC reg-ulations to be filed with the Board or other parties.

2. The number of copies of each filing to be repro-duced and mailed by Licensee shall be one copy for each member of the Board, one copy for Docketing and Service Section, one copy for each participating State or local agency, and one copy for each party to the proceeding. Intervenor filings mailed by Li-censee will be accompanied by Licensee's certificate of service showing both the date of receipt by Licensee of the filing and date of mailing by Licensee. A copy of the certificate of service will also be sent to the intervenor requesting reproduction and mailing.
3. Intervenors wishing to have filings reproduced and mailed by Licensee may hand deliver a copy of the document to be filed to either of the Toffowing locations addressed to the atten-tion of the individual indicated:

Washington, D.C. 20036 Attention: Mr. Robert E. Zahler Documents must be delivered during normal working hours and will be reproduced and mailed only on working days. Documents must be delivered at least one working day before the desired date of fil-ing. Telephone notification of the anticipated time and date of 1510 075

Little Nove.nber 13, 1979 Page Three delivery must also be given to Mr. John Wilson (717-944-9793) or to Mr. Robert E. Zahler (202-331-4100) at least one working day prior to such desired date of filing. For documents in excess of 10 pages in length, telephone notification must be given at least three working days in advance.

4. In lieu of hand delivery, Licensee will accept for reproduction and mailing after appropriate telephone notification documents delivered by Express Mail, Federal Express or comparable reliable messenger service, provided such documents are placed in the hands of such messenger service on a schedule which would normally guarantee delivery one working day in advance of the desired date of reproduction and mailing. Delivery in this manner may be made only to the offices of Shaw, Pittman, Potts & Trow-bridge in Washington, D.C. Because the purpose of Licensee's offer is to avoid procedural delay by assuring timely distribution of documents, and because mailing of documents results in uncertain delivery dates, Licensee will not accept for reproduction and mail-ing any documents delivered by ordinary mail.
5. Licensee reserves the right on reasonable notice to withdraw this offer in its discretion with respect to all inter-venors, or with respect to any individual intervenor whose deliv-eries to Licensee for reproduction and mailing do not conform to the terms of the offer.
