Inspection No. 70-820/79-18 This refers to your letter dated October 3, 1979, in response to our letter dated September 24, 1979.

Thank you for informing us of the corrective and preventive actions documented in your letter.

These actions will be examined during a subsequent inspection of your licensed program.

With regard to Item A of Appendix A of our letter to you dated September 24, 1979, we agree with your contention, therefore this item is hereby withdrawn.

With regard to Item B of Appendix A of our letter to you dated September 24, 1979, your statement, "The radiation technician generally probed the desigaated area, and assumed no cont.ination problem if the level (at a nominal one-foot distance) for any given location was less than ten percent of the implied-safe specification of 10 CFR 204(a)(sic), or 0.5 mR/hr," gives us some concern.

It should be understood that 10 CFR 20.204(a) does not at all relate to acceptable contamination levels. 10 CFR 20.204(a) relates to exemptions from posting a room or area with a caution sign due to the presence of a sealed source if the radiation levels from the source container are less than 5 millirem per hour at 12 inches. You should clarify in your program, the bases for performing contamination surveys and acceptable contamination levels.

This area will be examined during a future inspection.
