C0WiENTS ON DRAFT REPORT TO THE DIt ~CTOR, GeFICE OF INSPECTION AND ENFORCEMENT ON LESSONS LEARND FROM TMI Your memorandum of October 17, 1979 requested comments on the stbject report.
We have the following com.ents on the sections dealing with Emerge 7cy Prepared-ness.

Pages 128, 129, Section 3.13, last sentence:
It is not clear as to what is me&nt by... "there does not appear to be consistent NRC regulatory guidance, regarding emergency prepared-ness, between facility types." Pe rh aps wha t i s mean t he re i s... " con-sistent application of NRC regulatory guidance is lacking between facility types.

Pages 132,133 (Re-entry and Recovery), under Recommendations, we would add:

Require all licensees to designate and maintain a competent multi-discipline technical group responsible for developing re-entry and recovery plans and procedums periodically testing such plans and procedures, and to oversee re-entry and recovery operations in an actual accident should it ever occur.

Overall Comnent Throughout the Section 3.13 dealing with Licensee Emergency Preparedness, the words..." Require the licensee to review their emergency plans etc.
e tc.... " What we really want here is for the licensee to review and cormct emergency plans etc. etc." We suggest that the word " correct" be inserted after the word " review" in each applicable case.
