7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-331 IOWA ELECTRIC LIGHT AND POWER COMPANY, ET AL.
NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING 8.ICENSE AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 55 to Facility OperatinU License No. DPR-49 issued to Iowa Electric Light and Powe:- Company, Central Iowa Power Cooperative, and Corn Belt Power Cooperative, which revises the Technical Specifications for opera-tion of the Duane Arnold Energy Center, located in Linn County, Iowa. The amendent is effective as of the date of its issuance.
The amendment will:
(1) replace the requirement for repeated manual sampling and analysis for chlorine at the plant discharge with the require-ment for continuous automatic recording / control equipment for dechlorination, (2) delete the requirement for taste tests of river water, (3) changes the sampling frequency for benthos from quarterly to semi-annually, and (4) make several administrative changes.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regu h tions. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Comission has prepared an er.vironmental impact appraisal for this action and has concluded that an environmental impact statement for this particular acticn is not warranted because there will be no significant environmental impact attributable to the action other than that which has already been predicted and described in the Commission's Final Environmental Statement for the facility dated March, 1973.
For further details with respect to this action, see (1) the application for amendment dated March 29, 1978 and supplement dated September 12, 1979, (2) application for amendment dated July 19,1978,(3) Amendment No. 55 to License No. DPR-49, and (4) the Comission's related Environmental Impact Appraisal. All of these items are available for public inspection at the Comission's Public Document Room,1717 H Street, N. W., Washington, D. C.
