Dear Mr. Helfrich:

Enclosed please find a letter from Edlow International Company requesting amendments to their license XB001005 to increase the amount of material authorized for export from 50,000 curies to 60,000 curies and to permit resale of tritium gas to Japan in quantities greater than 1,,000 curies.

These amendments would allow Radioche..ocal to complete an order it has received from the Sinloihi Company Limited located in Japan. The material will be used in the company's own labelled compounds.

Before taking action on this license amendment, we would Eppreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of' the requested license amendment would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as armended by the Nuclear Nonproliferation Act of 1976.
