SUBJECT:

SUMMARY

OF MEETING HELD ON OCTOBER 31, 1979 AT THE SUMMER FACILITY 31, 1979, we met with representatives of South Carolina Electric and On October Gas Company (SCE&G) and Gilbert /Comonwealth Associates (Gilbert) at the Summer facility. Accompanying the Nuclear Regulatory Commission (NRC) staff were con-sultants from Battelle Pacific Northwest Laboratories (PNL); PNL has been con-tracted by the riRC to complete specific portions of the mechanical engineering review of the Sumer Final Safety Analysis Report. The persons attending the meeting are listed in the Enclosure.

The purpose of the visit was for the consultants to familiarize themselves with the facility and to gather design information for an audit calculation of stresses in a balance-of-plant piping system. Prior to the meeting, the staff and the consultants from PNL had selected the "C" main feedwater line (inside containment) as the pipe run that would be used in the audit calculations.

At the conclusion of the tour of the facility, Gilbert presented a package of infonnation on the "C" feedwater line. After going through the package with Gilbert, we identified several additional items that we would need for our cal-culations.

The items were:

1.

The "C" steam generator thermal and seismic displacements.

2.

The gaps between the feedwater line and pipe whip restraints.

3.

The design pressures and temperatures for the feedwater line.

4.

The loading combinations and stress allowables for the piping.

The forcing function that results from the feedwater ci.eck valve closing 5.

following a main feed line break outside of containment.

The field changes not reflected in the design package.

7.

The "as built" installation drawings illustrating the location of the field welds.

Gilbert agreed to provide this information.
