SUBJECT:

SAFETY EVALUATION REPORT - BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 - EVALUATION OF TECHNICAL SPECIFICATION CHANGE REQUEST (TAC 11533)

The Plant Systems Br<.nch has reviewed the Tennessee Vallcy Authority's submittal of March 1,1979, in which the licensee requested amendments to the Technical Specifications for the Browns Ferry Nuclear Plant, Units 1, 2, and 3.

The amendments proposed changes to the Technic:31 Specificat'cos which relate to claritication of local power range monitor requiremets, removal of obsolete requirements, and reduction of the pressure at which scram time surveillance tests are conducted.

Based on our review, we conclude that the modifications to the Technical Specifications are correct and in accordance with IEEE Std. 279-1979, and, therefore, are acceptable. Our Safety Evaluation is enclosed.
