Docket No. 50-289 Operating License No. DPR-50 It is cy understanding that it may take at least three or four =cnths for your staff to complete their review and approval of Technical Specification Change Request No. 47, which is our application for modifi'ations to the TMI-l Spent Fuel Fool "B".
We vould greatly appreciate your prompt review and co==ent on our application. We are presently faced with the apparent option of either paying high rack fabrication cost penalties due to delay or proceeding with the co::nitment of a large amount of money to fabricate high density spent fuel racks. The latter option carries with it the attendant risk of your disapproval, or requirement for major modification of the project after an extended review.

.esently not pemit a full core off load in the unfortunate event aecomes necessary. The inability to off load a full TMI-1 coz carries with it the risk of long unit downtime with the associated costs or hic replacement energy.
