10 CFR 9 2.10 5 (e ), to select an Atomic Safety and Licensing Board to determine whether the rec.uesters for hearin9 had met the rec.uisite perscnal interest test for intervention in a hearing and to conduct a n ", hearing which may be required.
The June 21, 1979, Order also included a list of issues to be considered at any hearina which might be recuired.
A Board was established on June 22, 1979 (Federal Register, Licensing 44 Fed. Reg. 37702, published June 28, 1979).
The Licensing Board conducted a special prehearing conference pursuant to 10 CFR S2.751(a) on August 1, 1979, and issued an Order on August 3,
- 1979, granting the requests for hearing and admitting, as joint interveners, Friends of the Earth, Environmental Council cf Sacramento and Original SMUD Ratepayers Association and also as joint interveners S"UD Board members Gary Hursh and Robert D.
Castro, as parties to the hearing.
The California Energy Commission was also granted interested state status under 10 CFR S2.715(c).
The matters of issue are those set forth in the Commission's Crder of June 21, 1:79, and those listed in the Licensing Board's Order of October 5, 1979.
