O'Reilly, Director Office of Inspection and Enforcement U. S. Nuclear Regulatory Co= mission 631 Park Avenue King of Prussia, Pennsylvania 19h06 Dear Sirs-Docket No. 50-289 Operating License No. DPR-50 Nonroutine 30-Day Report 75-02 This follev-up report is being submitted in accordance with our original report of April 2,1975 (GQL 0892) and deals with a buildup of radioactive gases in the Three Mile Island Nuclear Station (TMI-1) Auxiliary Building.

Investigations in the Auxiliary Building with the ventilation secured has resulted in identification of four sources of leakage. Three of these have been traced to specific valves or combinations of valves. These three sources are open-ended funnels designed to col]ect valve stem leakoff and are locrited in the Makeup Valve A11ey-281 ft. elevation (MU-V-12, MU-V-76A, MU-V-89A, MU-V- 90), northeast corner of the Auxiliary Building at Reactor Building-305 ft. elevation (MU-V-16C, MU-V-160), and northeast corner of the Auxiliary Bui'diug at Reactor Building-281 ft.

elevation (DE-V-12A). The fourth area of le9kage has been determined to be within the Hays Gas Analyzer Room-305 ft. elevation. As the specific valve or fitting causing leakage has not yet been determined, sampling is continuing to determine the 1ccation and cause of the leak.

Work requests have been submitted to secure the leakage for the first three sources noted above. When the source of the fourth is determined, appropriate corrective actica vill be taken. Once all known leaks are determined and corrective action taken, a check vill be made with the ventilation secured to insure that the baildup has been terminated.

It should be noted that the lnak rates involved are of approximately 0.002-0.003 gpm (as calculated frcm concentrations released and primary coolant activity and verified by visual inspection) are well belev the technical specification limits for noble gas releaces and that no personnel or public hazard exists due to low-level buildup from the leakage.
