Nuclear Regulatory Commission (the Commission) has issued Amendment No. 39 to Facility Operating License No. DPR-50, issued to fietropolitan Edison Company, Jersey Central Power and Light Company and Pennsylvania Electric Company (the licensees), which revised the Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit tio.1 (the facility) located in Dauphin County, Pennsylvania. The amendment is effective as of its date of issuance.
This amendment revises tre Technical Specifications to reflect plant operating limitations fo" the first 130 effective full power days of operation in Cycle 4.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant 1459 09 b hazards consideration.

7590-01 The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and. that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for amendment dated January 9,1978, as supplemented April 3,10,17, and 20,1978, (2) Amendment No. 39 to License No.
DPR-50, and (3) the Commission's related Safety Evaluation.
All of these items are available for public inspection at the Commission's Public Document Room,1717 H Street, N.W., Washington, D.C. and at the Government Publications Section, State Library of Pennsylvania, Box 1601 (Education Building), Harrisburg, Pennsylvania.

EXEIPTION I.
?!etropolitan Edison Company, Jersey Central Power and Light Company, and the Pennsylvania Electric Company (the licensees), are the holders of Facility Operating License flo. DPR-50 which authorizes the operation of the nuclear power reactor known as Three Mile Island Nuclear Station, Unit ?!o.1 (TMI-l or f he facility), at steady reactor power levels not in excess of 2535 megawatts thermal (rated power).
The facility consists of a Babcock & Wilcox Company (B&W) designed pressurized water reactor (PWR) located at the licensees' site in Dauphin County, Pennsylvania.
