Dear Mr. Barden:
Your letter to President Ford of March 3, 1976 has been initially refesTed to this agency, the Nuclear Regulatory Commission, for response. The Three Mile Island nuclear power plant, to which you refer, is licensed to operate by NRC and is subject to our regulatory authority in matters affecting the health and safety of the public, national security and protection of the environment. Our jurisdiction, however, does not extend to the hiring practices of companies engaged i
by the licensed utility to perform routine work at the plant or to the utility's own ecployment practices, oxcept that reactor operators are tested and licensed by NRC.
I Since your express concern la that public money is being expended on wasteful, short-term hiring practices, it should be said at the outset that all expenses incurred in tha servicing and operating of the plant are paid by the utility. No tax dollars are used for the construction of-commercial nuclear facilities; on the contrary, the utility pays I
substantial fees for the licensing and inspection activities carried out by NRC to assure public health and safety.
For specific infomation on the reasons behind the pattern of hiring, training and lay-off of personnel you have observed or learned of at the plant, we suggest that you write to the Crouse Company, if you have not already done so.
We have confirmed that this company has been engaged by the licensee, the Metropolitan Edison Power Company, for services in connection with the refueling of a power reactor at the Three Mile Isir.nd Installation.
