Dear Ms. Alter:

Council's hearing on the Indian Point Nuclear facility on did send, as our representative, Mr. Tom Elsasser who was prepared to

. We testify and answer questions on emergency preparedness, which we had been informed was to be the subject of the hearing.

It is my understanding that he was asked a number of questions which were beyond the area of emergency preparedness and that he was criticized by Council Members for not being prepared to address ' fully these additio topics.

Such criticism of Mr. Elsasser's presentation whs unwarranted, as he had not been requested by the Commission nor the Council to be prepared to address matters other than emergency preparedness.

Had the Council previously identified its interest in having an NRC witnesses who were prepared to address these addition Since you may have a number of unanswered questions, please do not hesitate to forward them to us so that we may address them.
