Gentlemen:

Our May 14, 1979 letter responded to items 1 and 2 of the subject bulletin.

In that letter, we proposed to submit by this date an examination program, acceptance criteria, and schedule for testing the Youngstown piping in Arkansas Nuclear One (ANO).

We are presently attempting to show that a centerline lack ci penetration (CLP) defect is unlikely since the pipe wall is thin and was iceided from both sides, and that should a minor CLP defect exist, the pipe would still be expected to withstand the full working pressure allowed by the ASME Code. On these bases, we expect to determine that examination of Youngstown piping at ANO is not necessary. Testing results to justify these bases will be submitted for your approval by Sept. 1, 1979.
