Dear Mr. Seyfrit:
We are submitting our final response to the subject bulletin (IE Sulletin 73-12 as modified by Supple =ents73-12A and 73-123) as cc =itted in our reference (1) letter.
Cochustion Engineering (C-E) the reactor vessel ranufacturer for Waterford 3 has submitted to the NRC a generic report, unich was a product of their records search, by way of the reference (2) letter.
Responses to the itecs of concern in II Sulletin 78-12 as Supplemented by 73-12) for Waterford 3 are addressed in Section III of the reference (3) report with references being made to the information provided in Sections V, VI, 7II, VIII and EX.
Applicability of these responses to Waterford 3 is verified by the list-in; in Section I7 of the reference 3 report.
Louisiana Power & Light Co=pany 's Waterford 3 facility is listed along with C-E's contract nu mb e r (74170) and tne applicable AS'E code.
Also, attached is a copy of the certification frt, C-E that cartifies that the report addresses all the applicable material used ic the fabrication of the Waterford 3 reactor vessel as requested by IE Eulletin 78-12.

Seyfrit Page 2 June 29, 1979 Louisiana Power and Light Cocpany feels that the information contained in the above mentioned report and certification does accertain that C-E's Quality Program has effectively prevented such an incident as addressed in subject bulletin, the use of atypical weld materials, in the fabrication of the Waterford 3 vessel.
