Dear Chairman Hendrie:
It has come to my attention that the Nuclear Regulatory Commission has for several years been in the process of placing federal resident inspectors in each of the nation's operating commercial nuclear power facilities.
In addition, the Commission has assigned resident insoectors to some plants under construction as an added insurance that construction oractices meet approved specifications.
Both of these measures are needed and the Commission's initiative in this regard is commendable.
Recently, I learned that only two of Michigan's operating commer-cial nuclear reactors have the benefits of this resident inspector program.
Both the Donald C. Cook and Palisades facilities are under inspection.
In addition, I understand that an additional inspector is planned for the Palisades facility within the next several months.
While the Midland plant, presently under construc-ti n, also receives the benefits of a resident NRC inspector, the Big Rc k plant near Charlevoix, Michigan, is not scheduled to receive attention until fiscal year 1981.
Big Rock, as one of the oldest operating reactors in the country, shculd have a resident inspector assigned in the very near future.
I would recuest that the NRC schedule be adjusted and that all three operating Michigan reactors be placed on the resident inspection program this year.
I believe this request is consistent with the President's earlier promises to the American people, and is certainly in the interest of the safety and welfare of Michigan citizens.
