Sargent & Lundy Engineer Docket No. 99900507/79-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on March 12-16, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:

A.

Section 5 of the Sargent & Lundy Topical Report SL-TR-1A, Revision 5 (Instructions, Procedures and Drawings), states in part, " Activities affecting quality... are prescribed in documented procedures...."

Sargent & Lundy Implementing Procedure GQ 3.12 (Project Status Reports),

states in part, "The Project Manager shall issue a project instruction specifying the project status reports to be prepared, establishing a schedule for their issuance and identifying by position the responsi-bility for furnishing the input infomation."

Contrary to the above, the only project instruction for project 4391/

4392/4683/4684 which discusses project status reports (PI-BB-1, Revi-sion 4 - Preparation of Project Monthly Engineering Progress Report) does not establish a schedule for the issuance of the Design Review Status partion of the report.

B.

Sectior 17 of the Sargent & Lundy Topical Report SL-TR-1A, Revision 5 (Quality Assurance Records), states in part, " Procedures, consistent with regulatory requirements have been prepared and include the re-quisites for transmittal, retention, maintenance and retrieval of records."

Sargent & Lundy Implementing Procedure GQ 17.0? (Submittal Schedule For Quality Assurance Records), states in part (paragraph 3.0.C.2),

"With all comments resolved, the Project Manager shall sign the sched-ule as approver, date the signature and distribute the QA Record Sub-mittal Schedule...."

Contrary to the above, an examination of nine (9) QA Record Submittal Schedules disclosed that five (5) were signed but did not have the signature dated by the approver. The five schedules involved were on projects (1) 3782/3838, (2) 4266/4267, (3) 4391/4392/4683/4684, (4) 4698/5058-5061 and (5) 5708/5709.
