license no. SNM1265 PETITION FOR LEAVE 'ID INTERVENE Individuals who live within 31 miles of the G.E. Morris fuel storage installation, and who are acting on their own behalf, and Appleseed, acting on its own behalf and that of its members, hereby petition the Nuclear Regulatory Commission (NRC) for leave to intervene in the above matter pursuant to Section 2.714 of the NRC's Rules of Practice.

Identification of Petitioners and Interests to Be Affected A.

Individuals Bridget Little Rorem and Ralph Rorem, Jr.-live and own property in Essex Illinois, 14.5 miles from the facility, and work within 28 miles of the facil-ity.

Keith Storey lives and works in Kankakee Illi-nois, 28.1 miles from the facility.

Everett Quigley lives, owns property, and works in Kankakee Illinois, 30.2 miles from the facility.

2 Renewal of the license will affect their property values and job opportunities, and that of the area.

B.

Appleseed Appleseed is an unincorporated organization concerned with problems associated with nuclear power and its relationship to the community and envi ro nment.

Nearly all of its members live within 50 miles of the G.E. Morris Operation; 95% live within 30 miles.

All of the individual petitioners are members of Appleseed.

Correspondence for Appleseed should be addressed to Appleseed, Braidwood IL 60408.

Renewal of the license will affect Appleseed in terms of continued effects of low-level radiation from storage and transportation of spent fuel rods.

In the event of an accident either at the facility or during transport, long-lived radioactive isotopes would be released to the environment.

Contentions 1.

Applicant has filed no environmental impact statement.

There are no evacuation plans for the area, nor are there health care facilities 50-100 miles from 2283 205

3 the facility equipped to treat large numbers of peorte for radiation exposure.

Renewal of the license should take into account the close proximity of the Morris Spent Fuel Storage Installation to Dresden Nuclear Station.

(a)

Dresden Nuclear Station has a poor safety record..

(b)

There is a concentration of spent fuel in the area: if an accident at one storage pool causes it to go critical, the other site will be affected.

(c)

The G.E.

facility may be affected by the attempted decontamination of Dresden Unit One, for which no environmental impact statement has been filed.

On February 23, 1979, the ad hoc subcommittee of the Nuclear Regulatory Commission discussed poss-ible causes of a major disaster in a spent fuel facility.

If the committee's concerns are realistic, citizens of the Morris area are threatened by a possible major disaster because of the spent fuel facility.

Citizens should be informed of the find-ings of that committee before the license is renewed.

The facility is not secure f rom acts of sabotage or natural occurences such as earthquakes.

There is a lack of long-range plans for storage of spent fuel rods.

4 have to store fuel rods for a icnger period of time than the life expectancy of the facility.

7u In the event of an accident, property values and the economic structure of the community would be damaged.

Applicant has not demonstrated that there will be no adverse effects from low-level radiation.

9.

Transport of spent fuel to the f acility involves substantial risk of dispursal due to accident or sabotage.

The containers used for transport of

spent fuel are not as secure as those used for high-level waste and are vulnerable to damage in rail or highway accidents.

An act of sabotage could cause severe dispursal of long-lived isotopes.

Conclusion For these reasons, petitioners urge that Applicant's request for renewal of material license no. SNM1265 for the Morris Fuel Storage Installation not be granted.
