Dear Sir:

South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Second Interim Report on the Reportable Deficiency Concernino Improper Anchor Bolt Material On March 8,1979, pursuant to 10 CFR 50.55(e), Houston Lighting and Power Company provided your office with an interim report concern-ing the fabrication of anchor bolts from improper material. The letter indicated that a final report would be submitted by June 1,1979.

Prior to this, your office was informally notified by HL&P Quality Assurance of other potentially reportable defects in 1100 field fabricated anchor bolts. Since this notification was informal, and an explicit safety hazard could not be identified, it was deternined that a 30 day report as required by 10 CFR 50.55(e)(3) would not be necessary.

As a result of a technical evaluation, it was determined that the two problems identified above were related. Consequently, the two were merged as a common generic problem. HL&P had planned to have a final report available for your review on June 1,1979 as originally indicated. However, due to the complexity of completely identifying and thoroughly testing all suspect anchor bolts, it is now evident that the necessary information will not be available until August,1979.
