Appendix A NOTICE OF VIOLATION Northern States Power Company Docket No. 50-282 Docket No. 50-306 Based on the inspection conducted on December 1 through 29, 1978, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This item is an infraction.
Section 6.5.A. of the Technical Specifications requires that detailed written procedures, including applicable checkoff lists and instruc-tions covering testing requirements that could have an effect on nuclear safety shall be prepared and followed.
Contrary to the above, on No ember 30, 1978, during relay testing on Unit 2 an electrical jumpet that had not been identified to be required by procedure BT-256 was applied without obtaining proper review and approval.
