During FY 1978, there were no changes to FRC's procedures followed in Ni preparing jcb descriptiens, informing potential a;plicants, and selections t'g, et grade 11 and above. However, a review was undertaken of the agancy s nfy auditing procedures as a result of a reauest for prcmotion action. In addition, the Ccmmission recently approved several initiatives desicnad tn irprove the EED program. Included among these are:

Development of managerial and executive trairin; opportunities is

identification of minorities and women, and development plans

will be formulated for all er..ployees at the time of the annual performance appraisals.

levels, particularly at mid-and upper levels.
