Gentlemen:
Our response to staff positions on fire protection (Reference 1) committed to implementation actions and the submittal of further documentation related to this subject.
Staff Position P.2 - Smoke Detection Systems The test procedure is outlined in the memo and diagram,, to this letter.
Test results indicate that no modifications are necessary.
Staff rosition P.8 - Exterior Hose Houses The appropriate administrative controls are being prepared and will be implemented by March 1, 1979 instead of February 1, 1979 as previously stated in Reference 1.
Staff Position P.19 - Fire Pump Performance The full range tests scheduled for completion by April 1, 1979 were dependent on the commencement of the 1979 refueling outage prior to that date.
Due to capability limitations as a result of seal problems on one of the forced circulation pumps, it has been necessary to operate the plant at less than 50% power, thereby increasing the length of the present fuel cycle.
The refueling shutdown therefore has been delayed until April 1979 and the fire pump performance test will be accomplished during that outage.

SUBJECT:
SMOKE ALARM CHECK OBJECTIVE:
To determine if actual smoke source will alarm the fire detector being checked.
DETERMINE:
If air flow pattern may have changed in the area of detection so that smcke may be carried away from detection area.
PROCEDURE:
1.
Inform the Shift Supervisor of this alarm check.
2.
Use a metal can attached to an extension rod to contain the smoke source (ace attached diagram).
3.
Station one person at the alarm panel to acknowledge the alarm and record data, using the semi-annual Test Sheet (attached),
Place an "X" in the alarm number box if the alarm was received within 3 to 5 seconds after the smoke had reached the detector.
The smoke source will be placed in the approximate area being san. pled by the detector.
4.
The cmoke source will consist of smoldering, not flane burning, hemp rope and rags wrapped cround wire insulation material.
5.
Report all data and any notes on data sheet.
Inform Shift Supervisor at completion of this check.
CONCLUSION:

A check was completed on all fire detector heads to insure that flow patterns had not changed to cause an undetected fire.
Flow patterns in this plant have not been altered by installation of new equipment.
Fire detection equipment was engineered and tested in areas after the plant had been built and in operation for several years.
Most areas have little air circulation.
Where large air flowa exist, special high flow fire alarm units were installed, such as 3r,-duct detectors, The manufacturer had engineered and provided detailed prints for the proper location of the equipment that was installed.
After installation, the manufacturer's representative conducted system tests for each detector to determine propor operation.
The smoke test that was requested was completed and all fire alarms responded properly to the smoke signal provided.
It is my opinion that the system is ir. stalled properly.

Fire Rating for Folger Adam 310-2 Door Strike Dear Jeff In accordance with your request, I have contacted the Folger Adam Cor.pany by telephone to establish whether a fire rating exists for their Model 310-2 electric door strike.
Mr. Larry Butts of Folger Adam stated that the 310-2 has been tested and qualified by UL for a 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> Class A fire rating.
The UL reference number for this rating is R-6667-1 and the control number is 267-R.
These UL listings are published as a set of file cards.
The door strike also has a Burglary listing under BP-1312, control number 233G.
s I am surprised that the Factory Mutual fireinspector does not have a set of these UL listing cards in his office.

Dear Jeff:
This letter is in response to our earlier telephone conversations on the above referenced subject. You have installed electric strikes for the fire doors at your plant. The strikes are manufactured by the Folger Adam Co. of Joliet IL (Model 310-2).
Your concern was with a ec==ent made by the NRC that the strikes might "de-rate" the fire doors. The reaconing was that the strike may not be able to withstand the pressures generated during a severe fire on one side of the door. As I stated earlier, Factory Mutual has not performed any approval testing on elec-tric door strikes. HovcVer, Underwriters Laboratories has performed such testing.
I am enclosing a copy of page 23 of UL'.s approval listings showing that the strike described above is adequately designed for the use intended.
