Dear Mr. Denton:

This letter serves as a follow-up to our letter of November 15, 1978 and as a response to Mr. R. W. Reid's December 22, 1978 letter concerning Toledo Edison's progress on implementing the requirements of 10 CFR 73.55 as outlined in the amended Industrial Security Plan for the Davis-Besse Nuclear Power Station Unit 1.

Enclosed are five (5) copies of Appendix A to the amended Industrial Security Plan which contains an updated list of those items which are not currently anticipated to be operational or implenented by February 23, 1979. Also included in Appendix A are qualifications and assumptions used to derive the list, some of which could have a significant impact on estimated progress.

The magnitude of the demand in terms of both time and dollars that such a project as installation of an integrated security system requires can not be taken lightly. This is especially true for an operating staticn such as Davis-Besse 1 which has continued to undergo a major startup test program in the same time frame as =uch of the work on the security system.

We believe that our actions to date concerning industrial security have been fully supportive of the requirements of 10 CFR 73.55 and have been undertaken without delay. We furthcr wish to assure you that we are continuing to proceed with the remaining tasks in an expeditious manner in order to fully implement tho, amended Industrial Security Plan at the earliest possible date.
