Gentlemen:

This letter is to provide additional information to you in support of our request for expedited approval of a license amendment fot UNC-FPO.

This amendment will permit the use of an above ground tank for storage of effluent from our plant.

The attached information is provided as requested by Dr.

We reiterate the urgent need for immediate approval in order to avoid overflow of the present holding ponds, as expressed in our telecopied letter of December 7, 1978.

Please note that the overall request for storage of treated liquid waste provides space and monitoring facilities for up to four storage tanks.

The first of these has been installed, and its acceptance is needed, prior to approval of the complete license modification.

Storage tank leak detection system.

In response to your verbal request of 12/7/78 for additional information about the as-built tank seepage detection system, we provide the following description:

Four four-inch diameter four foot long PVC pipes are arranged in a square approximately six inches below the tank bottom.

Each pipe has four rows of 3/S inch perforations.

The center of one side of each pipe connects to the drain pipe, which leads to the leak detection sump placed on the inside edge of the outer containment dike.

The pipes are surrounded by at least six inches of crushed rock.

The installation follows the description and sketches of Section 925.11 modified to suit the circular configuration of the tank and avoiding a penetration of the secondary liner.

Inspection frec.uency of the leak detection sump is scheduled on a monthly basis (after initial leak testing).

If liquid is found in tne seepage sump, it will be analyzed for radio-activity ( :x, B ), nitrate and fluoride ions.
