Inspection on February 13-17, and 23, 1978 (Recort No. 70-371/78-03)
Areas InsDected: Unannounced physical protection inspection.
Implementation of approved security plan relative to security organization, physical barriers, access controls, keys, locks, combinations, detection aids, response controls, central alarm and communication system, testing and maintenance, SNM protection, records and reports.
Licensee action on previously identified noncompliance items related to security; follow-up on IE Bulletin regarding electrical locking systems.
The inspection started during off-shift hours _a.nd involved _69 inspector-hours on site by two NRC inspectors.
Results:
Of the eleven areas inspected, no items of noncompliance were found in four areas; six apparent items of noncompliance were related to seven areas (Violation - did not maintain and monitor isolation zone at protected area perimeter nor maintain the perimter alarm system in operable and effective--
condition - Paragraph 6.a. b, and c; Infraction - did not change locks upon 7901160090
