SUBJECT:
SUMMARY
OF MEETING REGARDING PROPOSED CHANGES TO ENVIRONMENTAL TECHNICAL SPECIFICATIONS On December 12, 1970 we met with reoresentatives of MYAPC te discuss our course of action regarding their proposed ETS change wnich would delete biological monitoring programs and replace existing LC0's with reference to their NPDES permit. This chan;e was submitted on June 27, 1978.
A list of attendees is enclosed.
Significant points discussed are summarized below.
1.
We stated taat thus far we had cor.centrated our review on dele-tion of the monitoring programs. Based on our review of the five year report, deletion of those monitcring programs required by Sections 1.5 and 1.7 of the ETS had been adequately suppcrted.
We expected, that this action could be issued in about a conth.
2.
A revision to Section 1.0 of the ETS, which requires reporting of the monitoring program results, was discussed and appifcable.
corrections to be reflected in the forthcoming license amendment were agreed upon.
3.
We stated that we were not ready at this time to revise the ETS as requested in that we are currently working to establish an acceptable means for backfitting older plants to accomodate the NPDES permit requirements.
It is estimated that this could be accomplished in about six months.
