It is a pleasure to have this opportunity to describe

(

Dr. Kevin Cornell's q M ifications to be Director of the

. g'gj office of. Nuclear Material. Safety and Safeguards.

1 S s Dr. Cornell has served ably and effectively on ny staff for the past four years.- He was ry chief staff

.H g

adviser on. energy and environ = ental policy, and during Q

this time, he mastered. a broad range of issues in this

.&l area.

Subsequently, I asked his to direct the staff of

'y the Subco=-'.ittee on Unclear Regulation, the position he Md now holds.

In both capacities he consistently de=cnstrated M

both excellent perfo. ance and personal. qualities uhich M

make hin c highly qualified candidate fcr the Director o the Office.of Muclear Material Safety and Safeguards.

,g Allow ne to. describe some of these qualities.

a.
-

__,14 First, he is able to conbine. technical and scientific Wr cxper^ise with effective action in the political and public policy area.

Frequently I encounter persons uith high levels of sp::cialized expertise or perscns with practical

,g skills. Dut more rarely do I find persons t;ho denonstrate f

both the qualities as Dr. Cornell does.

7 j fd Second, he has demonstrated fairness and skill in r4

' C:MP :' handling highly polari:cd and controversial political

[j issues. In directing the staff of the Subcomittee on

, _,,..1;uclear Regulation, he has won the respect and praise of

( d' both the nuclear industry and its opponents. Too often, f Pli nttenpts to be evenhandad nerely antagonize both sides.

To avoid this state, Dr. Cornell added a good neasure of

'T diplomacy to his scientific and political skills. This j{s ability would be valuable in dealing uith the controversial y

questions surrounding nuclear safety, safeguares, and unste disposal.

. Third, Dr. Cornell can approach technically and I.'

J politically complex issues and identify a rational and w,

7oherent policy. As my principal staff nerber responsi-

' f*

31e for Clean Air Act Amen *mts, he repeatedly decon-

r strated.that he could extract clear and understandable policy alternatives from a nass of legislative and y ]

technical detail. This ability uould appear inportant in addressing questions such as vaste disposal, which y

involves both complicated scientific issues as uell as 3

sensitive political. questions.

y

^

Finally, I can artest tha.t Dr. Cernell has qualities that are important for a successful canager. He has 7

effectively coordinated the efforts of a substantial number.of persons both in the Senate and outside it; he (j.

can co==dnicate effectively on both the scientific and public pol _

level; and he has worked smoothly uith

~

evident uhen he managed the staff uork ti" pass two series W;.se staff colleagu m - These qualities were carticularly of major Floor amand=ents and in his work as a staf f 61rg director of the Subco=ittee on Unclear Regulation.

b.M

.h In su=ary, I believe that Dr. Cornell is excellently

.M qualidied for this important position; and if selected, I am confident he vould perform ably.

  • - tg Sincerely, I Ve.
