IrlTRODUCTI0il Tae purpose of this document is to describe tae flFS Quality Assur:.w policies and procedures unich are applicable to the safety aspect of the design, fabrication, assembly, testing, use and maintenance of each shipping package of radioactive material as defined in 10CFR71.4(1) and to snow how these comply with the Quality Assurance requirements defined in Title 10, Code of Federal Regulations, Part 71, Paragraph 71.24 and Appendix E, thereof.
The Quality Assurance Prr jam is designed to provide the appropriate control of quality for safety-related activities associated with the designing, purchasing, fabricating, handlina shipping, storing, cleaning, assembling, inspecting, testing, operating, maintaining, repairing, and modifying of packaging used for the shipment of radi.oactive materials.
The Quality Esurance Program applies to fluclear Fuel Services, Inc. at Erwin, Tennessee only and is applicable in some degree to all packages useo by flFS at Envin.
These packages are authorized for the. shipment of Special Nuclear flaterial, primarily enriched uranium. flFS at Erwin is not authorized to ship spent fuel, high level waste and certain forms of plutonium in large quantities. This program includes then, only the pertinent requirements of Appendix E that are applicable to packages used by flFS at Enfin. Appendix A lists the packages for which flFS at Enfin holds the flRC Certificate of Compliance or is listed as a user.
This description serves as the authorizing document for the Quality Assurance Program.
It is approved by and distributed to the responsible organizations who must be aware of the Quality Assurance requirements.
Page 1 of 4 1.0 ORGANIZATION The NFS quality assurance organization for shipping packages is with-in the Administrative Department.
Figure 1 shows the organization structure. The Criticality & Licensing Department and the Health a Safety Department are responsible for establishing and effectively executing the Quality Assurance Program.
The Administrative Department is responsible for:
. Insuring the documentation of the Quality Assurance Program by written procedures or ir,structions.
. Insuring that the Quality Assurance Program is carried out in accordance with those procedures throughout the period during which the package is used.
. Implementing the Quality Assurance Program approved for each licensed package.
. Identifying the material and components to be covered by the Quality Assurance Program.
. Insuring that proper indoctrination and training of personnel performing activities affecting quality is proficiently achieved and maintained.
. Defining requirements for contractors' and subcontractors' Q. A.
Program.
The Q. A. Function as referred to in this document means the Criticality '
& Licensing Department and/or the Health & Safety Department.
The Administrative Manager, or his designated representative, at NFS Erwin is responsible for reviewing annually the status and adequacy of this Quality Assurance Program by checking, auditing, and inspecting.

2.0 DESIGN FABRICATION CONTROL Packaging design and all changes to packaging design must be approved by the Q. A. Function. Newly constructed packages are inspected by the Q. A. Function to insure that they have been constructed in accordance with approved drawings and/or specifications.
Contractors and sub-contractors employed to design and/or fabricate a shipping package will be required, if applicable, to submit a copy of their c.uality assurance procram to UFS. NFS will determine if their pr agram meets the require-ments of the NRC or D0T, whichever is applicable.
NRC review and approval is necessary for any packaging design and/or significant changes in design covered by this Quality Assurance Program.
3.0 PROCUREMENT DOCU'1ENT CONTROL All procurement documents for material, equipment, servi,ces, etc. related to shipping packages must be approved by the Q. A. Function to insure that specifications for safety-related items are included. The requisitioner will insure that the proper Q. A. Function approval is obtained.
4.0 INSTRUCTIONS, PROCEDURES AND DRAWINGS Activities affecting quality are included in documented instructions, pro-cedures or drawings. All such documents are approved by the Q. A. Function.
5.0 CONTROL OF PURCHASED MATERIAL, EQUIPMENT AND SERVICES Prior to the use of purchac'd material, equipment or services, the NFS or Contractor Q. A. Function,will insure. conformance with procurement document.

4 6.0 ItiSPECTIOris AUD AUDITS The Q. A. Function will make routine inspections and audits of the handling, storage, coding and testing of shipping packages. ltinimum frequencies are monthly audits and quarterly inspections. An annual review of pro-cedures is also required as part of the quarterly inspections.
7.0 liAilDLIi;G, STORAGE A;1D SHIPPI:1G Any special handling and storage requirements must be contained in written procedures that have been approved by the Q. A. Function.
In addition, all shipments of radioactive material must be approv J o'y the Q. A. Function.
8.0 IilSPECTIO:4 A!iD TESTIIlG Inspections of new containers are perfomed by the shipping supervisor and the Q. A. Function.
The shipping supervisor perfonns packaging inspection prior to shipment and upon receipt of the empty package.
The operational groups who use the package are responsible for insuring the required tests are performed. Testing procedures inust be approved by the Q. A. Function, who must also approve the qualific'ations of licensed or certified individuals performing certain inspections or tests.
9.0 CORRECTIVE ACTIO1 All deviations observed by the Q. Al" Function during required audits and inspections will be documented along with corrective actions taken and reported to the General Manager.
10.0 QUALITI ASSURAf1CE RECORDS Record of activities described in this document are maintained in accordance with federal regulation, current license conditions and established flFS procedures. The Q. A. Function will insure that all

records of required container inspections and testing be maintained in accordance with establisF.ed procedures and regulatory requirements.
Any required labeling or agging of the package to document the inspec-s tion or test will be included in the appropriate procedures or instructions.
11.0 SPECIFIC PROVISIONS The General Provisions of the NFS Quality Assurance Program provide the controls to assure compliance with any specific provisions introduced in and specified by applicable D0T regulations, package approvals by the NRC, package approvals that have been revalidated by the D0T and Subpart D of 10 CFR Part 71. The NFS Radioactive Materials Packaging Manual is a summary of these specific provisions. The manual is approved by and distributed to the responsible plant organizations who must be aware of the specific provisions. The Q. A. Function is responsible for timely updating of the manual.
