Purpose. To pronulgate opcrating and energency procedures for ensuring the safe handling of radioactive caterials utilized in gana radiography imd for radiac calibration.
2.
Cancellation. DIZO7 Instruction 5100.13.

Discussion. The procedures act forth berein are designad to control the use of radioactiva =aterials used by qualified personnel assigned to the non-destructive testing laboratory and radiac calibration laboratory of i;SS D1XDH (AS 37). These procedures provide for the radiation protection of individuals directly concerned with radiography and radiac calibration and of all p6rsonnel in the area ubero radioactive materials are used or atowed. Radioactive isotopes are capable of inflicting serious bodily haru if used improperly.or without regard for safety. These instructions are based on the 1:oclear Regulatory cou:nission requirements as specified in references (a), (b), and (c), ara on file with the comission and shall be followed exactly. Any questions that cay arise concerning the interpretation /
clarification of these instructions shall be brought to the attention of the nadiographic Safety Officor, who shall interpret and/or clarify the appli-cable instruccions. The iaportance of strict co spliance with each regulation cannot be over e.phasized.

Orranization. To ensure that radioactive sealed source containera are Y
p properly receipt inspected, daily and quarterly inspected, and prepared J
for shipment in accordance with DHON's approved N.R.C. license, the following positional responsibilities are delineated.
a.
Radiographer: Only personnel qualifiad in accordanca.<1th Inst-ruction 6F of DIXON's approved N.R.C. license shall conduct the inspec-

tions, tests, nafntenance, and preparation for shipment of sealed source containers specified in Instruction 6E of DIXON's approved U.R.C. license.
Only qualified personnel shall docunent the associated records stipulated in Instruction 65.
b.
Senior Radiograpbor: Shall review nll documents stipulated in Instruction 6E of DIXON's approved N.R.C. license.
c.
Radiographic Safety Officer: Shall, (1) Personally inspect all sealed source containers received, and nasociated documents, as stipulated in Instruction 6R of DIXON's approved U.R.C. license. This shall include labeling, current radiation icvela, and physical condition of the shipping container.
(2) Personally inspect all shipping containera prior to shipment, to verify that the requirements established in Instruction 6E are adhered to.
This shall include radiation levela, physical condition of the con-tainer, and proper labeling.
(3) Personally review all receipt inspection, maintenance, and chipping records for each scaled source as stipulated in Instruction 6E of DIXON's approved U.R.C. liccuse for accuracy and completeness.
2.
Quality Assurance Program. To ensure that all sealed sources and applicable containers are properly utilized on board DIXON, the following shall be strictly adhered *.oo:

Transportation of sealed sources shall be in accordance with Instruction 6E, enclosure (4) of DIXON's approved U.R.C. license.
b.
Receipt inspections, source changing, naintenance and shipment shall be in accordance with Instruction 6E, enclosure (5) of DIXON'a approved U.R.C. license.
c.
Radiac calibration shall be conducted in accordance with Instruction 3
6Z, enclosure (3) of DIXON's approved U.R.C.,
license.

Desizn Control. DIZOH shan not nanufacture or cartify any shipping containers utilized for CoGO or Ir 92 radiographic sealed sources. Ship-1 ping containers utill:ed shall be certified to neat 00T 55 specifications or shall be certified by a "Cartificats of Compliance". Shipping con-tainers so utilized shall be the typa specified in Instruction 6E, enclosure (5) Appandix D of DIION's approved 3.E.C. license.
4.
Instructions. Procedures and Drawings. Personnel engaged in receipt, source changing, maintenance, and shipment of radioactive sealed sources shall follow the requirements established in Instruction 65 of DUOll's approved N.2.C. License. Any deviations frca these requirements shall be 1:anediately brought to the attention of the Senior Zadiographer and the Radiographic Safety officer.
5.
Documat Centrol. Any changes to Duos's approved n.n.C. license shall be for rarded by the Coenanding Officer to the Director of Nuclear Material Saf ety and Safeguards, U. S. !?uclear Regulatory Cc=tission, via DIION's established chain-of-cor: sand for approval.

Inspections. Inspection of shipping containera shall be conducted and documented in accordance with Instruction 62, enclosure (5) of DI ON's approved ll.R.C. licenza.
7.
Test control. Testing of shipping containers shall be restricted to routine maintenance tests stipulated in Instruction GE, enclosure (5)
Appendixes F and C.

Handling, Stowage, and Shipping. All shipping containers received on board DIXON shall be stowed in the radiographic vault to prevent exposure to natural elements, inadvertent danage, and loss of control.

- 10. Inspection, Test, and Operating Status. All shipping containers shall be
.'nspected and tested in accordance with Instruction 6E of DIXON's approved M.R.C. license. Any shipping centainer which is found to be defective or inoperative shall immediately removed for service. - 11. Non-Conforming Materials, Parts, or Components. Any deficiencies identified in shipping containers shall be recorded on the applicable records established in Instruction 6E, Appendixes C or G.
Such conponents shall be removed from service and tagged in accordance with paragraph 10 above.
The Undiographic Safety Officer shall initiate the required reports for defective components in accordance with 10 CFR, Part 21, paragraph 21.21.
- 12. Corrective Action. Any shipping container which is defective in its ability to shield personnel from the established minimum radiation levela (maximum of 200 mR/hr on contact or 10 mR/hr at one meter) or is inopera-Deficiencies tive in any manner shall be removed from service in: mediately.
