Dear Mr. 'Cha4.qman:
Your letter of December 4,1978 regarding safeguards requirements asked for a response by December 15, 1978.
I regret that the NRC was unable to meet this deadline.
In a telephone conversation with Mr. Robert Burnett, Director, NRC Division of Safeguards, on December 11,197E, Dr. Myers of your staff advised that the intent of your letter was to request infor-mation, to the extent possible, regarding details of protective measures in place at the NUMEC facility in 1965.
The information relating to safeguards at APOLLO /NUMEC in 1965 is not available in NRC files.
The scope of our physical security and material control review will encompass procedures, a review of regulations in force at that time, an analysis of any requirements imposed by contractual obligations, identification or protective measures actually in place and a review of inspection reports.
We are seeking this additional information from the Department of Energy and will provide you with a complete response to encompass the other aspects of your request a.s soon as it is available to us.
Dr. Myers has been advised that the NRC staff estimates that this will take approximately six weeks.
