Dear Mr. Lynch,

I would like to clarify some points regarding my previous letter of 29 Nov-ember 1977 concerning the impacts on caves of the Hartsville Nuclear Power Plant transmission line corridors.

Basically, it was my contention that 1) avoidance of (presumably man-sized) entrances by 600 feet will not have any significant mitigative effect on cavern systems and their associated biota, and 2) at any rate, it is barely feasible to locate every " unknown" cavern system underneath several hundred square miles of transmission line corridors.

I would appreciate it if you could send me a copy (or cite) the study or scientific basis by which the NRC has determined that the TVA's approach will adequately protect cavern systems from those impacts discussed in the FES. I would also appreciate knowing the methodology and results of TVA's alleged baseline monitoring for caves. Thar k you.
