Organization The final responsibility for the Quality Assurance Program for Part 71 RequirEEDents rests with Trans-Eastern Insoection, Inc. Design and fab-rication of radioactive raterial shipping packages shall not be conduc*wd under this Quality Assurance Program. The Cuality Assurance P v m is implemented using the following organization:

The Pndiation Safety Officer is responsible for overall administration of the program, training and certification, document control, and audit-ing.
The Radiographers are responsible for handling, storing, shipping, inspection, test, operating status and record keeping.

Onn1ity Assurance Program The canagernent of Trans-Eastern Inspecticn, Inc. establishes and i:"plerents this Quality Assurance Program. Training for all QA functions, prior to engagernent in these functions, is required according to writ *an p.hes.
QA Program revisions will be made according to writ *wn procedures with ranagement approval. The QA Program will ensure that all defined QC pro-cedures, engineering procedures and specific provisiens of the package design approval are satisfied. The QA P_w will @.asize centrol of the characteristics of the package which are critical to sa'ety.
The Radiation Safety Officer shall assure that all radioactive raterial shipping packages are designed and manufactured under a Quality Assurance Propa approved by the Nuclear Regulatory Ccmission for all packages designed or fabricated after 1 January 1979. T!ns requirernent can be satisfied by receiving a certification to this effect frun the manufacturer.

Handling Storage aM Shipping Written safety procedures concerning the handling, storage and shipping of packages for certain special fem radicactive raterial will be followed.
Shipmnts will not be rade unless all tests, certifications, acceptances, and final irspections have been comleted. Work instr.cticns will be provided for handling, storage and shi m im cperaticns.
Padiccraphy persennel shall perfc= the c-itical handling, stcrage and shipping cperaticns.

Cuality Assurance Feccrds Pecords of package approvals (including references and drawincs), inspec-tions, tests, cperating logs, atriit results, persennel traininc and g'alifications and reccrds of shi; rents will be raintained. Descriptiens of ecuirr.ent and written procedures will also be raintained.
These reccrds will be raintained in accordance with written procedures.
The record.s will be identifiable and retrievable. A list of these reccrds, with their stcrage locaticns, will be raintained by the Padiatien Safety officer.

Audits Established schedules of audits of the Cuality Assta ance Pwe.m will be perfc ced using written checklists. Results of audits will be raintained and reported to ranagemnt. Audit repcrts will be evaluated and deficient areas carrected. The audits will be dependent en the safety sig.ificance of the activity being atxiited, but each activity will be audited at least cnce per year.
