Detroit Edison EMi!!* January 4, 1979 EF2 - 43597 Mr. John F. Stolz, Chief Light Water Reactor Branch No. 1 Division of Project Management U. S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Stolz:

Detroit Edison Letter EF2 - 38720 of October 20, 1977 NRC Question 042.15 of November 21, 1978

Subject:

Suppression Pool Temperature Limits My letter of October 20, 1977 stated that Edison anticipated an assessment of the functional performance of the Safety Relief Valve (SRV) discharge device (quencher', by August, 1978. Generic efforts sponsored by the Mark I owner's Group have been recently completed in support of a quencher. Based on preliminary test data, Detroit Edison decided in February 1978 to implement use of the quencher on all 15 SRV discharge lines. This decision was conveyed to NRC in my letter EF2 - 34933, Supplement C of February 27, 1978 to R. S. Boyd.

The proposed pool temperature limit of 1600F is applicable to straight pipe and ramshead type discharge devices. Both domestic and foreign testing in reduced and full scale test facilities has not identified any steam quenching instability with various quencher configurations.

Depending on the type of quencher to be installed, information will be submitted on a generic basis or in a Fermi 2 FSAR Amendment, con-sistent with our Licensing schedule.

We hope the above provides sufficient interim information until the review that confirms the appropriateness of our quencher design is complete.

Sincerely,

\
