SUBJECT:
Ist BILATERAL NDE REVIEW GROUP MEETING - NRC-BMFT
~
10 November 1978 The 1st Bilateral NDE Review Group Meeting between F.C and BMFT contractors was heldin Bethesda, Maryland on November 10, 1978. The list of parti-c1 pants is attached. The purpose of the meeting was for contractors of both countries to meet, and to be aware of the areas of cooperation which have been agreed to for fuplementation of the NRC-BMFT Safety Research Exchange Agreement.
The meeting was opened by C. Z. Serpan who briefly described the items of cooperation in NDE sad Structural Materials which had been recently agreed to. A copy of the paper listing the areas of cooperation is attached. Because all the NRC contracto.'s had presented reviews of their past year's research work the previous day at the 6th WRSR Informat'on Meeting, only BMFT contractors at the meeting gave formal presentations of their wor.k. Therefore, Prof. Paul Hoe 11er of IzfP first described the NDE research programs being performed by the BMFT contractors.
Following this were four detailed talks on different topics. They were delivered by Dr. Hermann Wuestenberg of BAM, Berlin; Mr. Guenter Eng1
'- )
of KWU, Erlangen; Dr. Gerd Deuster of IzfP; and Prof. Paul Hoe 11er of IzfP. Considerable discussion of the information presented in these' talks then ensued. It was agreed that we would hope to hold the next b

Prof. Hoeller and C. Z. Serpen will make arrangenents for the meeting.
and select a topic of particular interest for discussion by both sides at that review group meeting.

November 10, 1978 Areas for Cooperation by Metallurgy & Materials Research Branch, NRC, and BMFT Reactor Safety Research Branch The following areas have been defined as a first step for cooperative programs by the NRC representatives and the contact persons appointed Research Exchange Agreement.
by the BMFT to implement the NRC-BMFT Safet; The These actf <! ties are planned on the basis of separate funding.
current proposals have to be femally approved by the respective coordinators.
Non-Destructive Testing SAFT and ALOK 1.
It is proposed that relevant codes, software, display systems, results and test specimens as appropriate, be exchanged and compared between NRC through the University of Michigan and Southwest Research Institute for SAFT-UT and the BMFT cor. tractor for AI.0 Coarse Gr'ained Materials NRC contractors can participate in BMFT projects to optimize 2.
UT of coarse-grained materials, especially austenitic weldments and castings.
Eddy Current ProbesIt is proposed that codes, software and results 3.
compared for eddy current proba and instrumentation development between ORNL, under NRC contract, and BMFT contractors.
Defected Steam Generator Tubes Steam generator tubes being defected for burst tests at PNL, under 4.
NRC contract, can be inspected at PNL by BMFT contractor personnel using their own eddy current techniques prior to failure testing.
HSST Vessel and Large Cylinder TestsAssuming that acces 5.
can be made, BMFT contractors will conduct A/E monitoring of future ITV and large cylinder tests conducted for NRC by HSST.
Exchange of Personnel in NDEIt is proposed that senior scien 6.
spend approximately a year at NRC contractors; contractors.

811steral Meetings It is proposed that periodic bilateral exchange meetings on NDE 7.
be held, :: tarting with a meeting on 10 November 1978 at the 6th WRSR Information Meeting. A subsequent meeting could be in Saarbruecken, FRG, in May 1979.
Material properties Defect Flaw Monitoring It is proposed that D. Prine of GARD, under NRC contract, monitor 1.
post-weld cracking from deliberately induced cracks in vessel This activity and plate welds prepared by BMFT contractors.
could take place in early 1979.
Exchange of Personnel on Crack Arrest It is proposed that BMFT contractors send a representative to BCL 2.
for a year, to participate in the NRC crack arrest p mgram at the NRC also has the option to send a representative to participate in the BMFT crack arrest programs but this would start of 1979.
be more beneficial late in 1979 or in 1980.
Irradiation Specimens BMFT contractors desire to furnish appropriate test specimens from 3.
up to 5 critical ma*.erials for irradiation in the 4th NRC-HSST irradiation experiments, assuming that the " lead factor" of irradiation rate is not over 100.
It is proposed that NRC perform crack growth rate tests on FXS Crack Growth Rate 4.

However, the BMFT program of the BMFT to start early in 1980. prog be part of future cooperation.

It is proposed that E. Rybicki of BCL, under NRC contract, make Residual Stresses 6.
pre-test predictions of residual stress effects.in large welded specimens to be Osted by BMFT contractors.

-3 NDE of Large Pressure Yessel It is proposed that NRC make as much use as possible, for NDE 7.
development, of the large BWR vessel being assembled at MPA, Stuttgart.
Model Vessel Burst Program It is proposed that ORNL, under NRC contract, perform pre-test 8.
predictions for several of the model vessels to be tested to f at Mannheim.
It was agreed that NRC will have complete access to results of te Piping Tests 9.
and analyses of the pipe system force and moment tes pipe systems, NRC will analyze the pipe subsystem under te under the HDR program.
