REQUEST FOR REVIEW AND CONCURRENCE OF REVISION 1 TO REGULATORY GUIDE (RG) 5.81 I request concurrence (or concurrence with comments) on RG 5.81, Target set Identification and Development for Nuclear Power Plants. RG 5.81 was transmitted to cleared stakeholders for comments on August 14, 2018. The stakeholders comment period closed on October 15, 2018. A second review by the program offices is being requested to review changes made as a result of the incorporation of stakeholders comments. The complete RG package can be found in ADAMS under Accession No. ML19253C694. The RG and responses to public comments are Official Use Only - Security Related Information. As a result, key RG documents will be password protected, and the password will be sent separately. It would be appreciated if your response is provided within 2 weeks of receipt of this memorandum.

This regulatory guide provides licensees with guidance on meeting the requirements described in 10 CFR 73.55(f), Target Sets, that the staff of the NRC considers acceptable for applicant or licensee analysis, development of documentation, and reevaluation of target set elements and target sets, including preventive operator actions that may be credited to prevent core damage (e.g., non-localized fuel melting, and/or core destruction) or loss of spent fuel coolant and exposure of spent fuel. The program offices are requested to concur or concur with comment. The Office of the General Counsel (OGC) is requested to review the RG and provide a finding of no legal objection.Section IV, Backfitting and Issue Finality of the Federal Register Notice is in draft form. The OGC is requested to review and modify it as needed. This regulatory guide will not go to the Advisory Committee on Reactor Safeguards (ACRS) because the ACRS has chosen not to review guidance related to physical security.
