Dear Mr. Miller:
On October 23, 1979, we transmitted the Trojan Nuclear Plant Cooling Tower Plume Study Summary Report to the Office of Nuclear Reactor Regu-lation for review in accordance with Environmental Technical Specifica-tions 4.3.1.3 and 5.5.lc.
We did not seek Nuclear Reactor Regulation approval nor did we desire a license amendment at that time.
In response to your letter of November 27, 1979, we discussed the purpose of our submittal with our Project Manager of NRR (Mr. C. M. Trammell) and informed him that we would submit a formal request for a license amend-ment sometime after the first of 1980. A License Change Application is currently being reviewed in-house prior to submittal to the NRC.
In response to your letter of January 14, 1980, ic is our intention to submit the fee subject to the requirements of 10 CFR 170.22 when the formal License Change Application is submitted, which is expected to occur in the next 60 days.
