The Commission has reviewed the subject paper and concurs with the staff's recommendations.

The Commissioners, less Commissioner Gilinsky, concurred with the staff's recommendation to implement Alternatives 1, 4

.g and 7, Commissioner Gilinsky only concurred in implementing Alternative 2.

All Commissioners agreed to defer Alternatives 3, 5 and 6.

The Commission directed that the resources for the recommended actions be J.

obtained by a redirection of current funding and staffing, noting that one space for IP had been included ir. the proposed FY 80 budget to Z.

support this work.

The Commission, in noting their support for this -

E program, recuested that the sources of manpower and funds be identified to the Commission in a staff coordinated program paper.

In his concurrence with the staff's reewmendations the Chairman commented 5

on the need for Congressional authorization of funding and manpower allocation to all Alternatives.

However, he agreed to a reallocation of existing and or approved resources.

Both the Chairman and Commissioner E

Kennedy complimented the staff on the paper.

Cornissioner Kennedy's concurrence in the staff's recommendation was made subject to the p

identification of the sources of manpower and financial resources.

F In his concurrence in implementing Alternative 2 Commissioner Gilinsky b

indicated that the resources required seemed excessive.

His non-concurrence with Alternatives 1, 4 and 7 is based upon a serious doubt as. to the cost-effectiveness of these actions.

Commissioners Gilinsky and Bradford indicated that they would like to see the IAEA move toward a form of international certification of national regulatory programs, similar to that presented in Alternative 6.

Commissioner Gilinsky also stated

that, "As for further bilateral assistance, I believe NRC should be j==-

compensated for this by the recipients." Commissioner Bradford recommended 6

implementation of the recommendation of Alternative 4 and indicated his iEE willingness to defer Alternatives 3 and 5.

However, he stated that EF "this action should not be taken as a vote against them for my part."

. Commissioner Ahearne's comments emphasized the requirement.that any

" actions taken must be supported by reallocation of existing resources.

He further noted, "The criterion (listed on) p. 23 of the June 28th paper are interesting - in that there i3 no criterion explicitly relating to benefit.to U.S. or to U.S. health and safety." -
