.p - - 4 Attn: Vii:ki Matson Gentlemen:

This is to inform you, in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your export license application XSNM01477 for enriched uranium to Spain.

Executive Branch views on your application were received on September 19, November 1, and December 4, 1979.

Final NRC licensing action has been delayed because of the need for the staff to clarify certain issues in connection with physical security protection in Spain. We have had to request additional informa-tion from other government agencies on this matter.

Please be assured that the staff will act expeditiously on your license application upon receipt of this information.

Sincerely, hb James R. Shea, Director Office of International Programs
