PROPOSED TECHNICAL SPECIFICATIONS CHANGE:
PLANT FIRE BRIGADE Transmitted herewith are three (3) original and thirty-seven (37) conformed copies of requests for change to Licenses DPR-6 and DPR-20.
The proposed ciange increases the required fire brigade size from three to five members.
These changes are administrative in nature and are, therefore, classified as Class II pursuant to 10 CFR 170.22.
A check for $1,200 is attached for each change.
Since these changes are of minor safety significance and result from a written NRC request, Consumers Power Company considers they should be exempted from fees.
Consumers Power Company accordingly requests a refund of the $2,400 transmitted herewith as permitted by Commission regulations.

CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964 for the Big Rock Point Plant be changed as described in Section I below:
I.
CHANGE Change Section 6 (Administrative Controls), Paragraph 6.2.2.f, to read, "A fire brigade of at least five members shall be maintained on site at all times..
II.
DISCUSSION The proposed change increases the required fire brigade size from three to five members.
This change is proposed pursuant to NRC request (NRC letter dated September 7, 1979).
The proposed five-man fire brigade will be staffed and trained in accordance with NRC guidance.
Three members of each fire brigade will be fully trained in accordance with guidance contained in NRC letter dated August 12, 1977 (Docket 50-155).
The remaining two brigade members will receive more limited training complying with guidance contained in NRC letter dated September 7, 1979.
NRC letter dated September 7, 1979 stated that an amendment revising fire brigade size would be made effective 90 days after issuance.
This time would permit selection and training of additional fire brigade members. Accordingly, it is requested that this proposed change be made effective 90 days after issuance of the amendment.
III.
CONCLUSION Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have concluded that this change is acceptable from a safety standpoint.
