NRC STAFF'S RESPONSE TO LICENSING BOARD'S MEMORANDUM AND ORDER OF JANUARY 8, 1980 REGARDING STAGNANT B0 RATED WATER IN ZION STATION SPENT FUEL POOL By conference call on January 3, 1930, the Licensing Board propounded two additional questions to be answered by the parties to the proceeding. These two questions were memorialized in the Licensing Board's Memorandum and Order dated January 8, 1980.

The questions propounded by the Board are:

1.

Whether or not the water in the pool would be a

" stagnant oxygenated borated water system," as defined by the NRC Staff on page 3 of I.E. Bulle-tin No. 79-17, Revision 1, dated 29 October 1979, and 2.

Whether the water inside the proposed vented fuel storage tubes would be a " stagnant, oxygenated, borated water system," and if so, what would be the effect on the fuel storage tubes and racks.

The NRC Staff's response to these two questions is set forth in the attached affidavits of Edward A. Lantz and Dr. John R. Weeks.

- - Staff Witness Edward A. Lantz, by affidavit, states that the spent fuel pool is not a " stagnant, oxygenated borated water system," and that water present within the Boral-Stainless Steel interface in the proposed storage tubes would be con-sidered stagnant.

Staff Witness John R. Weeks, by affidavit, states that, while the environment inside the proposed vented fuel storage tubes would be a " stagnant, oxygenated borated water system," he does not anticipate that significant si.ress corrosion cracking will develop in this area.

The professional qualifications of Mr. Lantz and Dr. Weeks have previously been served upon the Licensing Board and parties.
