SUMMARY

OF DECEMBER 4-5, 1979 FORECAST PANEL SITE VISIT TO CLINTON NUCLEAR POWER STATION, UNIT 1 BACKGROUND:

The NRC Forecast Panel (B. Buckley, W. Lovelace, H. Wescott) made a site visit to the Clinton Nuclear Power Station at the request of the Illinois Power Company to review the progress made in the status of construction for fuel loading since our June 1979 visit.

A list of meeting attendees is enclosed (Enclosure 1).

At the Forecast Panel's site visit in June 1979 the applicant stated that construction was 47.6% complete and that their projected fuel load date was April 1,1982; the Forecast Panel stated that, in their view, construction was 32% complete and estimated a nominal construction completion date of June 1983.

On the afternoon of December 4,1979 we met with the applicant ind their general contractors Baldwin Associates and Sargent and Lundy and discur, sed the status of construction, the schedule for completion of construction, and the preopera-tional test program.

The apolicant described the bulk quantities installed to date and the total to be installed for several quantities of material as follows:

The applicant stated that they had reduced the 156 days negative float reported in June 1979 to 105 days and had installed the reactor pressure vessel in place on October 7,1979; a target date that had been set 18 months ago. They stated that the status of construction is 57.8% complete as of October 31, 1979 and that their estimated fuel load date is April 1,1982.

Following a tour of the site on December 5, the Forecast Panel stated, during the exit meeting, that good progress had been made since the June 1979 visit.

Nevertheless, based on the quantities of both materials remaining to be installed and a general com-parison of the remaining work to be completed at Clinton, Unit I with other projects at similar stages of construction, it was our view that the status of construction is approximately 46% complete with a nominal fuel load date of April 1983.

The applicant vigorously disagreed with our estimates and expressed strong confidence il their estimates.

Subsequent to the meeting Mr. Koch of Illinois power Compny informed the licensing project manager, on December 14, 1979, that the tatt estimated quantity of metal conduit (exposed and buried' was 481,000 linea

  • feet and that 202,000 linear feet had been installed.

I told Mr. Koch that I would discuss this with Mr. Lovelace upon his return on January 7,1980 and with Mr. H. Wescott.

Following the Forecast Panel's review of this new infomation, we concluded that the status of construction is approximately 50% complete and our estimated nominal fuel load date is March 1983. A list of attendees at the exit meeting is enclosed (Enclosure 2).
