Gentlemen:

During the meeting on January 9, 1980, the Commission discussed whether to issue an order in the TMI-l restart pro-ceeding which would further specify and possibly prov.de for expedited c~onsideration of the management capability and technical resources issue.

We note that further consideration is to be given these subjects but that the Commission may very soon issue such an order.

The subject of management capability and technical resources will continue to receive attention from many quarters.

Within NRC, we understand not only that Mr. Bickwit at the Commission's behest is attempting to define criteria to be employed in assessing the capabilities of this Licensee in this proceeding, but also that the Commission has contracted with consultants who are developing criteria by which all Licensees will be judged as to the adequacy of ranagement capability and technical resources.

We, too, have focused on these subjects since the accident.

We have brought directly to bear on the TMI technical questions those GPU Service Company resources which prior to the accident were directed to design and construction projects.

This resulted in a tripling of the resources available for TMI to a total of about 225 technical ard professional individuals who represent over 3,000 man-years af nuclear experience.

At TMI-2 we also have the support of a leading engineering firm, Bechtel, with some 40-60 professional personnel engaged in the cleanup and recovery assessment and plcnning.

We have recruited and hired for our top manage-ment position at Unit 2 a senior individual with a number of years of experience directly applicable to the recovery operations.

We are currently in discussions with another senior, experienced person to head our TM1-1 operational organization.

Finally, we have been considering for some time and are now in a position to proceed toward a separate, dedicated organization within the GPU System for operation of all GPU nuclear plants.

We have identified the senior executive of this organization from within GPU and have hired an individual with more than twenty years of concentrated nuclear experience in the Naval Nuclear Reactors program to serve as deputy.

The management capability or technical resource criteria by which we and the other elements of the industry will be judged in the future need to be established.

It is our understanding that effort within NRC to define those criteria is continuing.

We have not stood still awaiting those criteria but have taken important steps to conc _ntrate and to increase our resources.

Our efforts are continuing toward the establish-ment of a new entity to manage on; nuc]( ar operations.

Ucder these circumstances we* urge that the effort necessary to resolve this item proceed along with the resolution of the many further defined issues also involved in the restart proceeding.

Our planniag, and we believe that of the NRC Staff as well, has been to consider the management capability issue as one of the later issues to be heard in the hearing.

Issues such as plant design modifications, emergency planning and separation o'f the two units should be heard early so as to retain lead time.

To reverse this planning and delay issues otherwise capable of being heard by the licensing board until the issue of management capability and technical resources is better defined could result in potential delay in the completion of this proceeding.
