This Program has been designated as the YOQAP-1-A; bas been accepted by the USNRC Quality Assurance Branch, Division of Project Management; and has been approved by the USNRC Office of Inspection and Enforcement. This Program has been in effect since August 15, 1977 Our position as stated in T0QAP-1-A in 1977, remains the same, and is reiterated as follows:
"The plant Technical Specifications shall be the governing document whec determining requirements to be imposed in all areas which are addressed in both Technical Specifications and the above noted Guides and Standards."
