AECM 80/22 In response to your letter dated December 31, 1979 which contained IE Inspection Report 79-32, the following is submitted:

1. Appendix A (Attached) addresses our action regarding the noncompliance on housekeeping and includes (1) corrective steps that have been taken and the results achieved; (2) corrective steps taken to avoid further noncompliance; and (3) the date when full compliance was achieved.
2. Actions that have been taken to improve the effectiveness of our quality assurance program are as follows:
a. Quality assurance commitments related to the Preoperational testing phase of plant construction have been reviewed and open coc:mitments that were identified are being implemented into plant procedures. The target date for implementation is March 1, 1980. Open commitments currently being implemented do not affect safety related preoperational testing in progress.
b. The 1980 Quality Assurance Audit Program provides for regularly scheduled audits which include housekeeping and unannounced monitoring audits of housekeeping. Some audits have already been performed. Monitoring of housekeeping is being performed by Quality Assurance personnel.

g APPENDIX A RESPCNSE TO NO"' ICE CF VICLATION United States Nuclear Regulatory Commission Region II In response to your notice of noncompliance 416/79-32-02 the following is submitted:

(1) Corrective Steps Taken and Results Achieved a) A statement of company policy on housekeeping has been issued.

b) An Administrative Procedure for addressing housekeeping and equipment protection requirements has been issued and implemented.

This procedure was written using the guidelines of ANSI S45.2.3, 1973, with exceptions as noted in our Operational Quality Assurance Manual (MPL-Topical-1).

c) Plant cleanup and inspections are being conducted in accordance with this new procedure. Housekeeping inspections have been'-

performed and corrective actions accomplished as a result of these inspections. , ,

(2) Corrective Steps Taken to Avoid Further Noncompliance a) A housekeeping inspection schedule in accordance with the new procedure has been implemented for the systems and components that have been turned over to the Startup organization.

b) A training session has been conducted for plant staff on the requirements of the new housekeeping procedure.

(3) Date to Achieve Full Compliance Full compliance was achieved on January ll, 1980.
